MINUTES

The minutes of the April 29, 2002 meeting were recommended for approval.  A motion for approval was made by Phil Hoskins; seconded by Curtis Casbon; motion passed 17-0.

 

2002-03 BOYS TENNIS TOURNAMENT SERIES

Assistant Commissioner Wynns reported on the general format, sites and other preliminary plans for the 2002-03 Boys Tennis Tournament Series.  Sectional and regional host sites changes for 2002-03 are outlined below:

A motion to approve the recommendations for the boys tennis tournament series was made by Linda Barnett; seconded by Cassel White; motion passed 17-0.

 

2002-03 BOYS & GIRLS CROSS COUNTRY TOURNAMENT SERIES

Associate Commissioner Craft reported on the general format, sites and other preliminary plans for the 2002-03 Boys and Girls Cross Country Tournament Series.  Mr. Craft presented the following changes:

A motion to approve the recommendations for the cross country tournament series was made by Linda Barnett; seconded by Roger Weaver; motion passed 17-0.

 

2002-03 FOOTBALL TOURNAMENT SERIES

Assistant Commissioner Cox presented plans for the 2002-03 Football Tournament Series.  The following information was included in that recommendation:

1.       The format will remain unchanged from the 2001 tournament. 

2.   The second team assigned in each sectional shall conduct the pre-tourney meeting.

 

A motion to approve the recommendations for the 2002-03 Football Tournament Series was made by Joseph Trimboli; seconded by Dennis Eller; motion passed 17-0.

 

2002-03 GIRLS GOLF TOURNAMENT SERIES

Associate Commissioner Craft reported on the general format, sites and other preliminary plans for the 2002-03 Girls Golf Tournament Series:

All State Championship matches will be played at Hinkle Field House starting with the Class A match at 2:30 p.m.  Classes AA, AAA & AAAA will start approximately thirty minutes after the presentation of awards for the previous match.

 

A motion to approve the recommendations for the 2002-03 Volleyball Tournament Series was made by Dennis Eller; seconded by Michael Necessary; motion passed 17-0.

           

CHANGE IN BOYS STATE GOLF CHAMPIONSHIP DATES

Commissioner Ress reported the need to adjust the IHSAA Boys State Golf Championship dates because of venue conflicts created by the rolling IHSAA calendar.  Future dates are listed below:

A motion to approve the changes of the dates for the IHSAA Boys State Golf Championships was made by Jim Feist; seconded by Joseph Trimboli; motion approved 17-0.

 

APPROVE APPLICATION OF CROSSROADS OFFICIALS ASSOCIATION

Assistant Commissioner Wynns submitted a proposal to approve the formation of a new official’s association, the Crossroads Officials Association.  A motion to approve the incorporation of the Crossroads Officials Association was made by Phil Hoskins; seconded by Jon Williams; motion passed 17-0.

 

ACCEPT RESIGNATION OF DISTRICT III BOARD MEMBER DAN CUNNINGHAM

Commissioner Ress presented information pertaining to the resignation of IHSAA District III Board Member Dan Cunningham.  Dan has accepted a principalship in North Carolina and will be leaving the state.  A motion to accept, with regret, the resignation of Dan Cunningham was made by Joseph Trimboli; seconded by Dennis Eller; motion passed 16-0.

A motion to approve the 2002-03 Executive Committee meeting schedule was made by Cassel White; seconded by Curtis Casbon; motion passed 17-0.

 

APPROVE CONTRACT WITH HOOVER, HULL, BAKER & HEATH LLP FOR LEGAL SERVICES

Commissioner Ress presented terms of a contract for legal services of Hoover, Hull, Baker & Heath LLP.  A motion to approve the contract was by Dennis Eller; seconded by Lee Lonzo; motion passed

17-0.

 

CONTRACT AND SALARIES FOR IHSAA PERSONNEL

Executive Committee Chairman Oren Sutherlin presented a salary and benefits proposal covering all staff for 2002-03.  A motion to approve the salary and benefits package for IHSAA staff was made by Dennis Eller; seconded by Cecil Raymond; motion passed 17-0.

 

2002-03 TOURNAMENT FINANCIAL TERMS

Commissioner Ress recommended a few adjustments in ticket prices and center school allowance in the various tournament series.

A motion to approve the proposal was made by Joseph Trimboli; seconded by Roy Simpson; motion passed 17-0.

           

2002-03 BUDGET

Commissioner Ress submitted a proposed budget for 2002-03.  After review by the Executive Committee, a motion for approval was made by Joseph Trimboli; seconded by Jim Feist; motion passed 17-0.

 

CONTRACT FOR STATE CHAMPIONSHIP TOURNAMENT MEDALS

Commissioner Ress presented information concerning the bidding process for state championship tournament medals.  A final decision on who will provide medals for the IHSAA State Championship will be made in July.

 

CONTRACT FOR STATE CHAMPION AND RUNNER-UP RINGS

Commissioner Ress submitted information regarding the bidding process for state champion and runner-up rings.  The details of a contract to provide championship rings will be resolved in July.

 

WRESTLING TOURNAMENT REALIGNMENT

Assistant Commissioner Cox presented information pertaining to the 2002-03 wrestling tournament series, which included discussion on whether or not to revamp the tournament.

 

TRANSFERS

Associate Commissioner Craft presented the final totals for transfers that have been processed during 2001-02.  This report included the following actions:

SPORTSMANSHIP

Assistant Commissioner Wynns reported that the Association had received 1,128 reports of unsportsmanlike conduct during the 2001-02 school year.  This figure is consistent with last year’s figure at this time.

 

FINANCIAL REPORT

Commissioner Ress presented the monthly financial report of the Association.

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

 

Bethany Christian High School – Commissioner Ress reported the following action as a result of a violation of Rule 20:

1.       The Bethany Christian High School athletic program is placed on probation.

2.   There shall be no reprinting or republishing of the advertisement in question or any similar advertisement.

3.   The administration of Bethany Christian High School is reprimanded for causing this violation to occur.

 

Crawfordsville High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a.

1.       The Crawfordsville High School boys basketball program is issued a warning.

2.       The five student-athletes involved in this violation shall be suspended three games during the 2002-03 basketball season.

3.       The administration of Crawfordsville High School is commended for its prompt reporting and handling of this matter.

 

Franklin High School – Commissioner Ress reported the following action as a result of a violation of Rule 102-3.

1.       The Franklin High School girls basketball program is issued a warning.

2.       Coach Walt Raines is reprimanded for causing this violation to occur.

3.       The administration of Franklin High School is commended for its prompt reporting and handling of this matter.

 

Frankton High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2c.

1.       The Frankton High School boys basketball program is issued a warning.

2.       The two student-athletes, who participated on the AAU basketball squad coached by Mr. Riddle during the school year out of season, shall be suspended for three games.

3.       Girls Basketball Coach, Dean Riddle, who coached this AAU team, is reprimanded for his role in causing this violation to occur.

4.       The administration of Frankton High School is commended for its prompt reporting and handling of this matter.

 

Hamilton Heights High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.4a.

1.       The Hamilton Heights High School football program is issued a warning.

2.       Coach Steve Stirn and the assistant football coaches who participated in this clinic are reprimanded for allowing this violation to occur.

3.       The administration of Hamilton Heights High School is commended for its prompt reporting and handling of this matter.

 

Lakeland High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a & c.

1.       The Lakeland High School volleyball program is issued a warning.

2.       The six student-athletes involved in this violation shall each be suspended for two matches during the 2002 volleyball season.

3.       Assistant Coach Dana Alleshouse is reprimanded for causing this violation to occur.

4.       The administration is Lakeland High School is commended for its prompt reporting and handling of this matter.

 

McCutcheon High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a.

1.       The McCutcheon High School softball program is issued a warning.

2.       The student-athlete involved in this violation shall be suspended for four games. 

3.       The administration and coaching staff of McCutcheon High School are commended for their prompt reporting and handling of this matter.

 

Northfield High School – Commissioner Ress reported the following action as a result of a violation of Rule 14-1.

1.       The Northfield High School baseball program is issued a warning.

2.       The baseball coach is reprimanded for causing this violation to occur.

3.       The administration of Northfield High School is commended for its prompt reporting and handling of this matter.

 

Plainfield High School – Commissioner Ress reported the following action as a result of a violation of Rule 3-9.4.

1.       The student athlete involved in this violation shall be disqualified for the remainder of the softball sectional.

2.   In the event that Plainfield wins the sectional, the student-athlete may be placed on the roster provided that the Principal certifies her eligibility and the penalty fee is paid.

3.   The administration of Plainfield High School is commended for its prompt reporting and handling of this matter.
